What is the temperature of the water coming out of your cold water tap? In some homes it could be that the water comes out warm. There could be different reasons for this, and to figure out why, you might need to do some detective work. Your first question should be if the problem only happens in the summer or year round. If it’s in the summer only, there is a good chance that you have uninsulated pipes running through an area that is not air conditioned and gets very hot in the summer. If this is the case, the water will usually cool down after running for a while, when the water that was standing in the pipe getting heated up has been flushed out.
On the other hand, if it happens year round, it could be due to a water heater malfunctioning and sending hot water into the cold line. It is also possible that you have a single-handle faucet that is faulty.
